Solving Global Issues In a World Fragmented Into Nation States? How about a Global Quasi Government, to begin with…

Humans represent supreme existential values and are the measure of all things. Our Civilization functions as the spiritual dimension of Homo sapiens group survival and prosperity strategy and is meant to unleash the capability of humans to mutually defend their immediate and strategic self-interests through generating civilizational values.

With exceptional success, so far, because no other creature has never in history changed the planet to its convenience in the way and to the extent we have. Human species had its origin on planet Earth, and that predetermines our inherent biological dependence on the physical characteristics of our natural habitat. There are limits to what we can change in our world and still keep it physiologically livable. All we humans have today is what the balance of anthropogenic creation and destruction has transformed within the Nature we are part of. Nature is a complex entity which is completely unaware of the reality that people on the planet happen to live in different countries, each with a government of its own that makes independent decisions.

Globalization is an undeniable reality of our 21st century, and all major issues and processes that are essential to the security and prosperity of Humankind became global in character. That made all the new challenges, threats and opportunities practically unapproachable in an adequate and efficient manner through the current executive power in the world because it is fragmented and scattered among sovereign-state governments.

We have to be realists: despite the urgent need of finding solutions to crucial for our civilization global challenges, the current political structure of the world today is definitely not prepared for establishing a global democratic executive authority in the near future. The political chances of us waking up tomorrow with a Global Government managing all the essential issues for Humankind’s security and prosperity are zero. But the chances of creating in the foreseeable future a Global Shadow Cabinet, or something of that sort, seem not to be that discouraging. And this is the idea behind

THE PARALLAX APPROACH

In astronomy Parallax means displacement of one and the same object when viewed along two different lines of sight.

The outlines of a Parallax Transfiguration Project could include the following steps:

1. Based on the general acknowledgement about the significance of solving global issues (climate change, energy, international security, exponential technologies, natural disasters, etc.), the United Nations member states establish the Global Quasi Government as an international organ with only indicative decision-making power;

2. The Global Quasi Government consists of Departments designated to each identified global issue, with worldly renowned experts in leading positions. Departments shall work in a mode of full transparency;

3. The now simmering colossal but yet unharnessed human, business and institutional energy in favor of solving humanity’s global challenges (non-government environmental organizations and foundations, green political parties, business community with their already advanced technologies relevant to solving the most pressing global issues, and many more) will be naturally channeled into the activities of the corresponding departments of the Global Quasi Government. Massive political support will gain momentum and will also generate additional ideas about how to solve every global issue in the most efficient way and for the better life of humanity.

4. The major task of each Department N is to prepare its masterplan — a detailed Global Issue N Solution Plan for solving a particular global issue N based on the presumption that the whole world is one country and this is its Government. The planning methodology should fully include global targets, calculations and all necessary resources in terms of human power, financial and natural resources, available high-edge technologies, etc.;

5. The Global Issue N Solution Plan at 4. is approved by the Global Quasi Government and is then transferred to the United Nation Organization;

6. The UN organization initiates a process of comprehensive negotiations among all member countries, as a result of which the Global Issue N Solution Plan is disintegrated (“cut into pieces”) in a “jigsaw” manner with each country committing itself to its part of the global plan.

7. At the next stage each participating country accomplishes their part in a coordinated with the rest of the countries manner.

8. Finally, all of the “jigsaw” components materialized by separate countries are re-integrated (reassembled) into the complex entity as designed in the Global Issue N Solution Plan. This should result in solving that particular global issue.

The Parallax Approach thus solves the key problem of our contemporary world — the incongruity between the global character of issues and the fragmented political power belonging to nation-states. It does so by constituting a hybrid institutional system which is:

· capable of decision making which is purely global in character and is carried out independently by a single governance organ — the Global Quasi Government;

· capable of materialization the designed global project through the real political executive power which are the governments of the currently existing sovereign countries, and

· which provides a harmonious interaction between the two major bodies of the system via the United Nations Organization because basically both major bodies are constituted by equivalent legal acts, have the same rank and legal authority, and the reason of their existence is stemming from the same legal subjects — the sovereign nation-states.
